1. Since It's not easy moving about or changing location with ease, I can simply suggest testing Different Network Providers in your locality and choose the one that works Best for you. This point covers problems One and Two. 

2. For Your Device Network, as stated briefly above, Changing your smartphone from a 3G To a 4G enabled smartphone is the way around it. And if your device is a 4G Device, maybe turn it On to 4G from your Device Network Preference Settings. 

3. The issue of Server, can be solved most times by Game Developers and owners, if you must change to a different server, then you have to create a whole new Account using Basic Tools like a VPN to hide your location, since IP Addresses are used to Allocate and Point Your Account to a server. 

4. Consider Using a WiFi Network rather than a Cellular Network. WiFi Networks or Routers are faster in Speed and Reception most times compared To Cellular Networks on Smartphones.
